SIPTU and Solidarność co-operation agreement

1.     SIPTU and Solidarność agree to a policy of mutual respect, co-operation, friendship and support.

2.     SIPTU and Solidarność agree that the future prosperity, wellbeing and security of working people are dependent on the existence of a strong, vibrant and independent trade union movement.

        Therefore SIPTU and Solidarność will support each other in campaigns to:

a) Strengthen the current state of organisation amongst working people;

b) Expand organisation into areas where unions are at present poorly represented or entirely absent; and

c) Build up levels of union density in all sectors of the economies of both countries.

3.     SIPTU and Solidarność recognise that ‘Social Dumping’ or a ‘race to the bottom’ poses a major threat to the future prosperity and job security of all workers.  Therefore both Unions will actively co-operate to ensure that they effectively counteract attempts to use competition between workers (especially migrant workers) to drive down and reduce levels of pay and working conditions.

 a) Persuading and facilitating workers from each country to become trade union members when at work in the other country.  (This would include mutual recognition of union membership cards, provision of pro-union information, etc.)

 b) Exchange of information.

 c) Mutual support in dealing with governments, employer organisations, other trade unions etc.

 5.     SIPTU and Solidarność, in co-operation with the ETUC and other international trade union organisations, will assist each other in lobbying for progressive measures and/or legislation from institutes and international bodies such as the European Union, the International Labour Office (ILO) etc.

6.     SIPTU and Solidarność will, under the terms of this agreement, be welcome to explore and assist in efforts to build good relations with other trade unions and socially progressive organisations in each other’s countries.

7.     SIPTU and Solidarność will publish and publicise the existence and contents of this agreement through their respective publications and websites and also, if possible, in the wider news media in each country.

8.     Both English and Polish versions of this agreement shall be regarded as authentic.
