HSE breached terms of Towards 2016 - Labour Court

In a recommendation issued on February 24, the Labour Court said the way in which the Health Service Executive introduced its recruitment embargo was in breach of the terms of Towards 2016.

SIPTU’s Nursing Official, Louise O’Reilly welcomed the Court’s recommendation saying it vindicates the Union’s position.  The recommendation further states that ‘the HSE should have consulted the Unions before the final decision was taken.’

However, Ms O’Reilly, stressed that this recommendation alone will do little to change the reality for frontline staff and patients who are having to deal with the latest crude cost cutting measures imposed by the HSE in January 2008.

“This new embargo – which in reality is an extension of the previous one - is having a serious impact on the delivery of services right across the HSE. Under these new measures none of the posts sanctioned but delayed by the recruitment freeze are now to be filled.  Morale among staff remains at an all time low.”
